Background
With the release of PHP 8.4 approaching, many translations are needed.
But many maintainers seem to be AFK, including Yoshinari Takaoka (mumumu),
who was the main committer until recently.
Yuya Hamada (tekimen / youkidearitai) is looking after a lot of things
instead, but he seems to be busy with php-src as well.
I want to deliver this great version, 8.4, to Japanese users as well.
About me
Since last year, I have submitted several pull requests to php-src,
which have been accepted. I primarily worked on improving CI and
adding features to ext/pgsql and ext/pdo_pgsql:
I have also contributed to the manual for the feature I created,
its Japanese translation, and several other things.
