The voting period has now ended. The primary vote was accepted with 9
"yes" and 0 "no" votes. The secondary vote (to disallow
CURL_LOCK_DATA_COOKIE) was also accepted, with 9 "yes" and 0 "no"
votes. I will close the previous implementation PR and work to get the
superseding PR merged.
