Hi internals,

I would like to request RFC karma to propose a draft for
[DISCUSSION] Adding the "is_integer_safe()" function - Externals. There's some good feedback, and
I'd like to propose a draft RFC to launch more in-depth discussions on
the subject. I have a document of the basic and special cases
mentioned in the discussion thread. This will help those interested to
better understand the scope of the RFC.
