[PHP-DEV] [RFC] Case-insensitive extension names in ini_get_all()

Hi all,

I am introducing the RFC to get ini_get_all case-insensitive as
mentioned in the internal discussion thread [1].

RFC: PHP: rfc:case_insensitive_ini_get_all

Since this is not a complicated RFC and discussions have been
done before. The voting process will start two weeks after if no
further discussion emerged.
